The Energy Company Obligation (ECO4) is the latest iteration of government funding available in the UK to support eligible households. Here are the key details about ECO4:

Scheme Duration: ECO4 covers the period from April 2022 until March 2026.

Funding Amount: The scheme is worth an impressive £4 billion and aims to deliver energy efficiency and heating measures to homes across Great Britain.

Eligibility Criteria:

  • Households with the lowest incomes, including those receiving means-tested benefits, are eligible.

  • The reformed ECO4 Flex targets households on low incomes (not receiving benefits) and allows local authorities, the Scottish and Welsh governments, and obligated suppliers to participate voluntarily.

  • The eligible pool comprises at least 3.5 million homes.

  • For social housing and private rented accommodation, ECO4 supports the least efficient homes in energy efficiency bands E-G.

Policy Goals: ECO4 aligns with the government’s strategic aims, including eradicating fuel poverty, achieving net-zero commitments, and supporting the heat and buildings strategy.

If you’re eligible, ECO4 grants can significantly improve energy efficiency and heating in your home, without the need for repayment.

Purpose: The SHDF aims to improve energy efficiency and reduce carbon emissions in social rented homes. It’s part of the UK’s commitment to achieving Net Zero by 2050.

Funding: The SHDF has a total fund of £3.8 billion over 10 years. This funding supports energy-efficient upgrades in social housing.

Eligible Applicants:

  • Local Authorities (LAs) can apply using their own housing stock.

  • LAs can lead multiple applications from different Registered Providers (RPs) of social housing.

  • Consortium applications involving multiple RPs are assessed fairly.

  • Combined Authorities are also eligible to submit applications.

  • Mixed Tenure Funding: If an application consists of at least 70% social homes meeting SHDF criteria, mixed tenure funding can be sought for the remaining 30% or less.

Recent Update: An additional £1.25 billion has been allocated to the SHDF, benefiting low-income and cold households between 2025 and 2028.

Home Upgrade Grant (HUG)

Purpose: HUG2 aims to progress the UK’s target of reaching Net Zero by 2050 by supporting the phase-out of off-gas grid fossil fuels and transitioning to low-carbon heating systems.

  • Funding Period: HUG2 funding will be awarded from early 2023, with delivery running from April 2023 until March 2025.

  • Eligibility Criteria:

  • Measures Supported: HUG2 empowers local authorities to provide energy efficiency upgrades and clean heating systems to low-income households. It targets off-gas grid homes in England with EPC band D-G ratings, aligning with the UK’s Net Zero commitment and supporting green retrofit initiatives. Solar panels are also included in this funding for the first time.
